We have the pleasure of announcing the Fourth International «Russian Gas Market. Commodity Exchange and Trade 2019» Conference. The event is held in St. Petersburg on May 27-28, 2019.
The Conference has successfully secured its status of an efficient industry platform, where the development of organized natural gas trade is discussed among the professional community.
The volume of commodity exchange trading of natural gas in the Russian Federation reached 15.1 billion cubic meters in 2018, 25% lower than in previous year. While the demand is healthy, the supply of gas to the exchange is still limited. The independent gas producers are more likely to buy, as they have no free product to sell in the commodity exchange or have no desire to do it. Traditionally, Gazprom provided for the lion’s share of gas sales at 90% of the volume, but the company did not even reach its permitted limit in 2018. For the development of organized trading it was necessary to take important decisions on time, which did not happen. As a result, the potential for further growth of trading volumes was not used. Who is slowing down the process, and at which stage?
The «road map» for promotion of competition in the sectors of the Russian economy adopted by the Government’s decree on August 16, 2018, pays much attention to the development of commodity exchange trade in natural gas. This document supplemented the Presidential decree No. 618 dated 21 December 2017. What has already been enforced, and what are the obstacles to overcome? Why are some industry players not interested in the development of the gas market? What mechanisms are needed to encourage both producers and consumers to participate? What steps should be taken to liberalize the gas market? What do the independent experts think? There are many issues and discussion topics, but we are convinced that the compromises will be achieved for the Presidential decree to be eventually implemented.
The Conference program includes the following important topics:
• Implementation of measures to promote competition in the Russian economy (the “road map”).
• Methods for achieving the liquidity of exchange trading set by the Presidential decree No. 618. Efficient mechanisms to stimulate participation of gas suppliers and consumers in the exchange trading.
• Increasing the sales quota for Gazprom and cancelling the parity with independent gas producers: is it the necessity or does it bring risk?
• Gas price liberalization: pros and cons. Commodity exchange as a tool for «soft» and state-controlled market liberalization.
• Transforming the «input-output» tariff system for gas transportation.
• The role of the commodity supply operator in the commercial balancing scheme in the gas transmission network.
• Prospects for implementing the commercial balancing scheme in the natural gas OTC market.
The main objective of the Conference is to contribute to the qualitative development of gas trading through formation of consolidated views of all market players. Natural gas producers, major consumers, suppliers, clearing organizations, investment and financial institutions, the largest commodity exchanges, representatives of legislative and executive authorities will get together to find the key to solving the existing problems by joint efforts.
