The Russian market of aromatic hydrocarbons has been well-balanced for long, with no major issues for anxiety. The overproduction of benzene in 2017 has now been replaced by some shortage, but the changes are quite local and of no critical importance for the industry. However the Federal law, drafted by the Government of the Russian Federation after several years of disputes between the oil companies, the Ministry of Finance and the Ministry of Energy, which determines the terms for final stages of the tax maneuver, is really interesting. The Government believes that the Russian oil refineries are not spending enough to modernize production and to implement deeper conversion projects compared to the customs subsidy they are granted.
How will the initiative affect the aromatics market, and should the tax increase be postponed for those companies that launched modernization of their facilities several years ago and are now repaying bank loans?
Apart from discussing taxation, the Conference will feature the overview paper devoted to the markets of para- and orthoxylene, toluene and benzene. The round-table discussion will cover the topics of benzene export from Kazakhstan to Russia, and the launch of announced projects: the levels of completion, commissioning times, and possible reasons for delays.
For its 12th year now, the «Aromatics» Conference has been the key industry event where the main experts and market players, and representatives of government bodies convene for the detailed and productive dialogue.
