The Russian market of aviation fuels, along with the air transportation market in general, is going through hard times. Despite the oil price collapse globally, the ruble price for jet fuels in the majority of Russian airports has grown by 15% compared to 2015. Moreover, the fuel consumption is under pressure of declining passenger traffic. In January-July 2016, the volume of passenger traffic through the airports of Moscow Air Cluster fell by almost 6%, and the numbers include the newly launched Zhukovsky Airport. In such a situation, the Federal Antimonopoly Service (FAS) intends to change the methodology for tariff regulation of services in the airports, as there are many factors to be taken into account when calculating the jet fuel cost: oil price, economic environment, refinery capacities, developments in aviation industry and even the airport location.
In order to supply filling stations with quality aviation fuels, joint efforts are important from the side of fuel suppliers and airlines as the certification system has been abandoned now with new regulatory documents being introduced (Federal Aviation Rules, GOST standards etc).
Airports located in Siberia and in the Far East are being supplied with aviation fuels at much more higher prices than the airports in Central Russia, and this must be discussed. The refineries have reasons for it: logistics defines the cost. Is achieving equal conditions for all consumers possible?
