The commodity exchange trading of gas in Russia is still in the stage of formation. However, the suppliers, the customers, and the professional exchange traders already do have too many issues to argue on. The mechanism of participating in commodity exchange can be described as semi-compulsory, while the benefits for the parties are questionable.
The conference held last year proved the necessity to organize such discussions on the annual basis and with the broadest attendance. The main objective is to establish unified rules for transactions that would respect the interests of all players and be adopted as a law.
The purpose of increasing trading volumes at the commodity exchange is to establish a transparent and comprehensible gas pricing tool in the local market and to abandon price regulation in future. In July 2016, Gazprom and the Federal Antimonopoly Service of the Russian Federation (FAS) already agreed on obligatory monthly volume of gas trading at commodity exchange at 3 billion cubic meters. However, the smooth mechanism for trading is still not in place. Will signing of the joint Decree by FAS and the Ministry of Energy help establish it? And what will the implications be?
