Currently, oil-based motor fuels have a prevailing share in global consumption, and the situation will not change in years and even decades to come. Nevertheless, the discussions inside the industry regarding the alternative to gasoline and diesel are becoming increasingly frequent. There are two options – electricity and gas. While battery-powered cars are a relatively new trend, the gas-based transport existed even in the USSR, and its potential has not been unveiled by now.
Several types of gas motor fuels are being considered in Russia: Hydrogen, LPG, LNG, and CNG. These gas fuels are of different nature, but have two huge advantages in common: the first is environmental, i.e. their emission level is lower, and the second is price, as the cost of gas is lower than the cost of gasoline and diesel under any conditions. Moreover, the geography of consumption for these fuel types is not identical, so it would be impossible to “impose” the same regulations in all regions of the Russian Federation.
The government officially revitalized the gas-based motor industry in Russia in 2013. The plan was to first switch to NGV the public transport and utility vehicles through subsidies. Special federal programs had been developed and launched, but with little effect: the endless circle of deciding which comes first, the gas-powered vehicles or the infrastructure, is still to be broken.
We believe that the situation will progress only when all the market players get involved in the dialogue. In the meantime, it seems that everyone is trying to push his own interests. However, such an approach is categorically inappropriate for implementation of a large-scale project with nationwide importance. When and how the government is planning to stimulate construction of gas filling station networks? Why the measures proposed have no effect so far? Are existing subsidies for municipal transport enough, or should the support be expanded? Will the mass consumer benefit from transition to gas motor fuel? We suggest that these and other topics be discussed during the Conference.
