Achieving the market balance continues to be the main topic in the fuel additives market in Russia. The margins in oil refining have narrowed by now, mainly due to the tax maneuver introduced in the past year. Lower profits have had a direct impact on the progress of modernization stipulated in the quadripartite agreements, as the major oil companies are breaking the commissioning deadlines. The situation is also being aggravated by the ongoing economic crisis, which results in lower demand for light oil products, as well as in falling car sales.
