Diesel 2016

Dear Colleagues!

CREON Energy has the pleasure of inviting you to the Sixth International «Diesel 2016» Conference which is held at Hotel Baltschug Kempinski Moscow on April 5, 2016.

The diesel fuel supply continues to exceed the demand. Russia is currently the largest exporter; it dominates the European markets. Exports have grown in the past year to both the CIS countries and beyond. However, there is a huge risk of yielding the market share due to political situation and the tax maneuver introduced in early 2015. Activity of Russian companies in the European market may decrease as the maneuver is being finalized. At the same time the government plans to postpone the reduction of the export duty for 8 months. Another major issue is full transition to Euro 5 fuel class; despite the deadline having been moved, the Russian car fleet is not ready to abandon the lower class fuel completely.

Most of the refineries did start modernization of their facilities from diesel units, and the first results are visible. However, many companies are delaying the upgrade of facilities stipulated in quadripartite agreements for the period 2015-2020 as they see no economic sense in modernization. The majority of the projects aimed at increasing diesel fuel production of higher quality have been stopped. Though refinery facilities are fairly equipped, low-quality fuel continues to be supplied to the market. The oil companies will have to struggle to solve these problems, and the progress should not be expected in the nearest future.

Taken the above, the traditional «Diesel 2016» Conference becomes a unique opportunity for all market players to get together at one platform and to discuss openly the existing problems, as well to elaborate on further development of the industry.

The following topics will be discussed at the Conference:

  • What is the future of the diesel fuel market?
  • First year of the tax maneuver: what is the situation in diesel market amid higher excise rates?
  • What effect did taxation changes have on economic ties inside EEU?
  • Which effective ways to mitigate currency risks and price fluctuations are available in the market?
  • What is the market development vector for diesel fuel additives?
How successful was the refinery modernization program in 2015?
  • Which types of transportation are economically feasible for diesel fuel?
  • How does the decline in diesel fuel exports affect the market as a whole?
  • Do the government bodies plan to develop programs to encourage the use of diesel?
