Quality of roads continues to be one of the main problems in Russia, though the Government has started to take the problem seriously in recent years. Rosavtodor, the federal road agency, is implementing the policy aimed at increasing the maintenance-free life for highways to 12 years.
At the moment, the Russian bitumen market remains undersupplied. Meanwhile, the new bitumen production standard (GOST 33133-2014) is introduced by Customs Union countries (Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan) in September. The new standard is forcing the Russian refineries to upgrade their production units urgently. The reaction of oil companies would be ceasing bitumen production, as the cost of modernization in order to meet the new requirements is too high. Oil companies would prefer to improve efficiency of their refineries by increasing production of more marketable petroleum products. Would such a scenario come true, deteriorating the shortage in the domestic bitumen market?
How will the new standard be reflected in tender documentation? Is it possible to arrive to a compromise with the Government, as the majority of producers had opposed the ill-considered introduction of the new standards? Who will benefit from decline in local bitumen production? How to operate in current conditions? – these will be the main topics at the forthcoming event.
